David Ferguson, in the World Health Organization’s Emergency Preparedness Division, attempts to deal with these outbreaks, but must overcome numerous logistical, political and ethical roadblocks while becoming involved in a romantic relationship with Aceline Durand, who works for Medecins Sans Frontiers.
